The Town of Richland is unique as it is bordered by Lake Ontario's eastern shore and is located in Oswego County, NY in the heart of the Salmon River corridor. Located in the Town of Richland are the hamlets of Richland, Fernwood, and Port Ontario. The Town of Richland has much to offer from white sand beaches and state parks, four seasons of recreation, and year-round sport fishing. The pride of Richland is the state-of-the-art water system that provides award-winning water quality, serving Richland and neighboring towns. The economy is well-rounded, including everything from manufacturing to health services. The town has a rich history dating back to 1801 when it was first settled. All bids for the *Salt Storage Shed* in *Pulaski, NY* must be submitted in a sealed envelope by *1 pm on June 10, 2024* at the * Town of Richland Town Clerk’s Office located at 1 Bridge St., Pulaski, NY* where they will be opened and read at the Town Board meeting on June 11, 2024, at 7 pm.
The scope of the project is to construct a 42’ x 60’ Salt Storage Shed with an asphalt floor. The Town will provide all the excavation work.

NOTICE OF SOLICITATION OF GENERAL CONTRACTORS FOR THE RICHLAND PARK PROJECT AT FIREMAN’S POND
Sealed bids for the Richland Park Project at Fireman’s Pond in Richland, NY will be received until 1:00 pm June 10, 2024 at the Town of Richland Municipal Office, Attention Supervisor Robert North, 1 Bridge Street, Pulaski, NY 13142 where they will be opened and read on June 11, 2024 at 7:00 pm. Each bid must be prepared and submitted in accordance with the Bidding and Contract Documents and must be accompanied by references of similar projects and a Bid Security in the form of a Certified Check, Bid Bond or Bank Check in the amount of (10%) ten percent of the bid amount Bidders must have a minimum of 5 years successful experience in completion of similar projects for State, National or locally registered landmarks.
The successful bidder will be required to furnish a Performance Bond and Labor and Materials Bond each for 100% of the amount of the Contract. The completion date for this project is expected to be September 30, 2024.
Funding for this project comes in part through an Environmental Protection Fund grant administered by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP). Under Article 15A, Executive Law the State of New York is committed to providing Minority and Women Owned Business (MWBE) equal opportunity to participate in government contracts. Though there are no required goals for MWBE participation in this grant funded project, the successful bidder will be required to make a Good Faith Effort in the utilization of MWBE’s and furnish reports showing the participation of various business enterprises of subcontractors and suppliers on the contract.

Notice of Completion of the Tentative Assessment Roll (pursuant to Section 506 and Article 15A Section 1526, of Real Property Tax Law)
Hearings of Complaints: Notice is hereby given that the Assessor for the Town of Richland, County of Oswego, has completed the Tentative Assessment Roll for the current year. A copy thereof was filed on or about May 1, 2023, with the Town Clerk’s office in the Town Municipal Building, where it may be seen anytime during Town Clerk’s office hours. The Assessor will be in attendance with the assessment inventory, valuation data and the tentative roll at the municipal building on Thursday, May 2 nd (9:00 AM – 1:00 PM), Thursday, May 9 th (9:00 AM – 1:00 PM), Thursday, May 16 th (4:00 PM - 8:00 PM) and Saturday, May 18 th (by appointment only).
Grievance Day is Tuesday, June 6, 2023, (2:00 PM-4:00 PM and 6:00 PM-8:00 PM) in the Town Municipal Building. The Board of Assessment Review (BAR) will meet with you at this time to hear and examine all verified written complaints. You may also mail your complaint for review, but it must be received by the BAR no later than the day the BAR meets to hear complaints.
If you file your complaint four business days before the BAR meets, the Board is required to grant the Assessor’s request for an adjournment to allow the Assessor to prepare a response to the complaint. The failure to file your complaint on time closes off your right for administrative and judicial review.

Operational Change at Oswego County Solid Waste Pulaski Facility
OSWEGO COUNTY- The Oswego County Department of Solid Waste announces an operational change at the Pulaski Transfer Station due to construction. Beginning on Friday, April 12, the building that normally accepts recyclables will instead be taking garbage, while the building that typically accepts garbage will take recyclables.
The operational change is until further notice in an effort to minimize traffic congestion while the transfer station is under construction.
The Pulaski Transfer Station is located at 100 Co. Rte. 2A, Pulaski. The facility is open Monday, Wednesday and Friday from 7:30 a.m. to 4 p.m. and Saturday from 8 a.m. to noon. Scales, bag and sticker sales close at 3:30 p.m. weekdays and at 11:30 a.m. on Saturdays.

National Grid is embarking on a significant project to upgrade our electricity network in our area to improve reliability and make it easier to interconnect and transmit the growing number of renewable energy sources in the region. The entire statewide transmission upgrade timeframe is aggressive—7-8 years.
- As part of the process to gain state approval for our projects, we also must explore alternate routes for our work, in case our existing routes present meaningful property issues, including the presence of property improvements (ex: sheds, barns, pools, etc.), including homes.
- In the coming weeks National Grid will begin outreach to landowners in the region, who own property along some potential alternate routes. The process to landowners includes an initial contact by National Grid, followed by contact from our real estate representatives asking for access permission and subsequent survey work, if appropriate.
