Legal Notice

Town of Richland

Notice of Completion of the Tentative Assessment Roll (pursuant to Section 506 and Article 15A Section 1526, of Real Property Tax Law)

NOTICE IS HEREBY GIVEN, that the Assessor for the Town of Richland, County of Oswego, has completed the Tentative Assessment Roll for the current year and that a copy will be on file on May 1st at the Town Clerk’s office of the Town of Richland in the Town Municipal Building at One Bridge Street.

Due to the present CoVid-19 crisis and necessary, ongoing social distancing protocols to protect the public and town staff, the Tentative Assessment Roll cannot be examined in person.  However, it will be available online for viewing at the Oswego County Real Property Tax Services website www.oswegocounty.com.  If a person does not have access to the internet, they may call the Assessor’s office at the number below for information concerning the Tentative Assessment Roll or answers to other inquiries.

Although the Assessor is typically in attendance with the Tentative Assessment Roll for certain periods for the public to review it and ask questions, this will not be possible this year due to social distancing.  All inquiries must be made by mail, email, or telephone.

Hearings of Complaints: The Assessor will be in available for phone conferences with the assessment inventory, valuation data and the above mentioned tentative roll on Thursday, May 6th (9:30AM – 1:30PM), Monday, May 10th (6:00PM-8:00PM), Thursday, May 13th (9:30AM – 1:30PM), Saturday, May 15th (by appointment only) and Thursday, May 20th (9:30AM – 1:30PM).

Grievance Day is Tuesday, June 1st, (1:00PM-4:00PM and 6:00PM-8:00PM) in the Town Municipal Building.  The Board of Assessment Review (BAR) is scheduled to meet on that day to hear and examine all the formal complaints in relation to assessments upon the application of any person believing that they have been aggrieved.  Since in-person hearings most likely will not be held, it is imperative that a fully completed RP-524 complaint form with all supporting documentation be submitted via mail or email before May 29, 2020 if possible to afford sufficient time to adequately prepare for the hearings.  Once a properly completed complaint form is received, the complainant will be contacted to discuss the next step in the process.  While complaints may be filed until 8:00PM on June 1, 2021, the BAR may not hear them until a future date and time.  Complainants will be contacted to schedule this appointment.
